Is this supposed to happen?
The CLI tests need to run against a network. (If that’s not documented in the readme, could be a great bigger PR to update that info there 
, as it really should be noted there)
But for now there’s nothing stable out yet on that front. So if you’re wanting to run CLI tests, you’ll need to use previous versions that were posted and listed as stable against the corresponding node version eg.
