Safe Network install doesn't work in git

I followed the instruction exactly but this problem, a 403 forbidden keeps on happening. What can be done to fix it?

Hi @SansyBoy, we were updating the yarn files. Can you please try now by pulling latest from master branch and trying with yarn again?
